Providing financial support to students at Historically Black Colleges and Universities (HBCU’s) and Reserve Officer Training Corps (ROTC) cadets is foundational to our mission to invest in the education and empowerment of promising young Americans. This State of Maryland scholarship program offers $1 million in annual funding for HBCU students who qualify for in-state tuition, are members of a Reserve Officer Training Corps (ROTC) program, and are enrolled full-time at one of the following institutions: Bowie State University, Coppin State University, Morgan State University, or the University of Maryland Eastern Shore. The scholarships aim to help HBCU students pursue a quality education and develop strong leadership skills to achieve their professional goals.

This scholarship offers financial support to help Bowie State University students pursue their studies in social justice and civic education. Made possible through the Lt. Richard W. Collins III Foundation, in collaboration with the BSU Financial Aid Office, the scholarship aims to empower students to drive positive change in their community.
